White paper on the Secure Estate

We were asked by the Youth Justice Board (YJB) to write a white paper investigating the progress it had made since it became responsible for the commissioning and placement of young people in secure facilities. The Board wanted to show its determination to admit to and learn from any mistakes in custodial placements it had made. We employed a two-pronged strategy of in-depth interviews and research to compile the paper. This set out the role of the YJB and its attempts – through disseminating the lessons learned from individual cases – to try and prevent any more deaths in custody. It described why some young people end up in custody, the different custodial settings in England and Wales and the YJB’s strategy for keeping those in custody safe.
